You have to understand the difference between the "old" and "new" Internet Passwords.

The old version used @Password("String") and does generate 34 char passwords. The new version uses a more secure @HashPassword("String") and produces a much more secure password, as hashing the same string will produce different results each time. The SECKFMCreatePassword function returns the new more secure version.
To set this new format up, you must Edit the Directory Profile and set

Condensed server directory catalog for domain:
Sort all new groups by default:Yes
Use more secure Internet Passwords:Yes

To upgrade the users, select them in the NAB and Actions, Upgrade to more secure Internet Format.
